ALAC's narrow role
Regarding the ALAC's role -- it is one of advise and community leadership. While the ALAC's advice and leadership is highly valued and followed whenever possible, volunteer ALAC members do not have budget or spending authority nor are they responsible for managing staff (these responsibilities reside with ICANN Staff). The same holds true for all other ICANN SOs and Advisory Committees. ICANN staff whose work involves the ALAC and the At-Large community, of course, are responsible for coordinating with ALAC members, RALOs and At-Large community leaders in carrying out relevant activities. In terms of the ALAC's budget proposal that was emailed today, this means that:
- ALAC will give staff input on spending travel, meeting and other funds for ALAC-related activities, and staff will coordinate with ALAC, RALO and At-Large community leaders, as appropriate, in spending funds related to At-Large activities - At-Large Managers, Admin Support, and other staff do not "work for the ALAC" and they are not "supervised by the ALAC chair" as these duties reside with ICANN staff - ALAC does not "approve workshop proposals" and does not set travel rates/policies as these are responsibilities of ICANN Staff.
