- Q: If ICANN's role is to recommend the addition of new gTLDs to the root, who is ICANN making those recommendations to?

- A: Consensus is bootstrapped by succeeding at a series of three consensus polls. Each poll builds on the preceding poll, adding an additional section to the consensus document and increasing the breadth of participation. This is the first of the polls. [edit] What about sneaky changes?
- Q: Okay, I'm saying yes to what's above the Discussion section RIGHT NOW ... but what if it gets changed to something I no longer agree with?
- A: When you notice that you no longer agree with it ... tweak it to be something that you can agree with. The creativity emerges when many people are going back and forth and tweaking it into something that works for everyone.
[edit] 11th hour shenanigans?
- Q: Let's say we are at 89% ... could someone slip in some devious changes right before we get to 90% and then I'll be stuck with the yuck?
- A: No. Getting to 90% doesn't mean that it has passed. Once we're to 90% you can still tweak it back to something you like.
[edit] When are we done?
- Q: If we can still change it even after we're above 90% what is the 90% for? When are we done?
- A: Below 90% we are in the STOP state. Above 90% we are in the GO state. While we are in the GO state we are very very close to being done. We know we are done once we've stayed in the GO state for five days without anyone making changes to the document (the part above the discussion). Every time someone makes an edit, the 5 day timer resets. This little safety feature is what guarantees that there can't be any 11th hour shenanigans.

- Q: Could we make this broader? Instead of "New gTLDs", could we talk about "New TLDs"?
