So I began thinking, and this is what I've come up with:

1. How long before the richest person on Earth goes over to the government of Afghanistan and makes them an offer for 400 mountains

2. Each mountain becomes a separate country

3. The entire two-letter alphabet gets "used up"

The investor could this way create 400 legal systems and also offer domains (some of which, like "scooby doo", "ABC" atc. could be offered as premium domains costing $1M each, the vast mass of other ones would be included in cereal boxes or offered for 2 bucks a piece.
