Prior to ICANN's conference in Cairo the below illustrates the anticipated timeline for when applications will be accepted for new gTLDs.
During the conference in Cairo it was mentioned that the next document may or may not be the final document. It was mentioned that their may be an additional comment period after the next document.
When the final document is released there will be a period of four months of between when the final document was released and when the first application will be accepted. With that said it was mentioned during the Cairo conference that the first opportunity to submit an application for a new gTLD may be as early as September of 2009 or as late as December of 2009.
Please note how often the word "may" was used in the above descriptions. During the discussions in Cairo, the word "may" was used frequently so the chances for the below image to be accurate "may" be slim.
