Brasileiro, natural de Porto Alegre, RS. É funcionário do SERPRO desde 1984. É membro do Comitê Gestor da Internet do Brasil e do Consortium of Free Software Developers and Users in Latin America and the Caribbean da UNESCO . Hoje é Gerente do Escritorio da DATAPREV no RS. Foi vice-presidente da PROCERGS , na gestão Olívio Dutra. Foi fundador e membro do Projeto Software Livre do Rio Grande do Sul e do Projeto Software Livre Brasil . Foi fundador da ONG internacional Hypatia.
