The development of ASO started in July 1999 when the three RIR (Regional Internet Registries) which existed then, APNIC, ARIN and RIPE NCC decided to submit their proposal for the creation of ASO on the basis of Memorandum of Understanding (where the purpose of scope and ASO are being mentioned as well as the composition and action of Address Council).
