Benn began his career in the telecommunications sector in 1982. He went into radio-based communications in 1989 and started participating on [[ETSI]] GSM standards committees in 1993. He helped create 3GPP and chaired 3GPP RAN 4 from 1998 to 2007.

He is a member of the [[Technical Experts Group]] and a [[TLG]] representative to the [[ICANN Board]]. He has been a board member of ETSI since 2008 and was a member of the [[NomCom]] in 2013.
