Mr. Echeberría was involved in early Internet development, having led the project to connect the first non-University based Internet network in Uruguay, and participating in the various meetings and discussions surrounding the [[IFWP|International Forum on the White Paper]]. From the beginning of 1990, he was responsible for Technology at National Institute of Agricultural Research of Uruguay, where he had an important role in the initiation and development of Internet in Uruguay.

He has been the Computer and Telecommunication Advisor for Uruguay's National Institute of Agricultural Research.
