At [[ICANN 14]] in Shanghai, the public forum again included substantial time for public input and comment regarding the implementation report.<ref>[https://archive.icann.org/en/meetings/shanghai/ ICANN.org Archive - ICANN Meetings in Shanghai]</ref> The submission of comments was extensive and ran over the allocated time.<ref name="14pmtxt">[https://archive.icann.org/en/meetings/shanghai/captioning-afternoon-30oct02.htm#ICANNEvolutionandReform2 ICANN 14 - Public Forum Transcript (Afternoon)], October 30, 2002.</ref> It was noted by the chair that action to dramatically amend the proposed bylaws prior to the board meeting the following day was likely impossible.<ref name="14pmtxt" /> Many commenters expressed gratitude and hope that the remaining issues in contest could be resolved and that the reform process could "get over the line."<ref name="14pmtxt" /> Others continued to object to specific aspects of the proposed implementation plan, the bylaw amendments, and other aspects of the reform process that might be construed as "mission creep."<ref name="14pmtxt" />

After this discussion and approval of amendments, the board passed two resolutions related to Evolution & Reform:
