.sakura is a Brand TLD being proposed in ICANN's New gTLD Program. The applicant is SAKURA Internet Inc.[1] This will be a Closed TLD, wherein the second-level domains are registered only for internal corporate purposes. It seems SAKURA Internet intends to run the critical registry functions in house.
