Dr. Mwighusa is an experienced Consultant and Researcher in both ICT and STI Policy. His primary research interests lie in the areas of Artificial Intelligence, e-Governance, ICT4D particularly ICT and (Education, Health and Finance), Information Systems Evaluation, Usability, Learning Management Systems, Innovation and Entrepreneurship in Smart Agriculture, Digital Technology, and Climate Change Technology. In STI policy he has experience in technical writing on complex policy issues, evaluations, research and analysis, problem solving, development and communication of the best evidence-based policy and practices for research, industry & governments. He is also very active in publishing in his areas of expertise – both in academic outlets such as journals and non-academic outlets that are more relevant to ICT and policy.
