The Uganda ccTLD (.ug) was "founded" by Charles Musisi in 1995 with assistance from Randy Bush. Not long after, Randy Bush stepped away from his technical role at the Uganda ccTLD so that others could take his place (e.g. Noah Sematimba). Charles Musisi continues to manage the Uganda ccTLD as of 2014. The government of Uganda has been working to nationalize the ccTLD despite opposition from the local Internet community since 2009.
