Andrey Vorobiev is the head of external relations and communications at RU-CENTER, Russia's leading domain registrar. He also gives legal support to Internet projects.

Since 2004, he has been a Member of the Advisory Council for the Regional Public Center of Internet Technologies (ROCIT), Member of the Expert Council of the Award for the contribution to the national segment of the Internet (Runet Prize), and since 2005, a Member of the Administration for the Russian Association for Electronic Communications (RAEC). He also frequently acts as the official representative for the Russian domain industry in different national and international events and meetings. Since 2008 Andrey Vorobyev has participated in ICANN meetings regularly.[1]

Vorobiev is the official spokesperson for different national domain related news, events, and policies for Moscow and Russia. He frequently makes international news by announcing important Russian landmarks, such as the creation of the first internet domain to use a national language script, Cyrillic (.рф);[2] the official suspension order for a Russian bittorent site,[3] and the announcement of a 3,000,000th .ru domain.[4]

Vorobiev has authored various research studies devoted to the protection of intellectual property rights on the Internet and Internet security issues. He co-authored the books Encyclopedia of Site Building («Энциклопедия сайтостроения») and Creation of Websites («Создание сайтов»).

Education

In 1999, Andrey Vorobyev graduated from the Department of Traffic Engineering and Production Organization of the Moscow State University of Railway Engineering, receiving a degree in Mechanical Engineering. In 2006 he graduated from the Moscow State Institute of Intellectual Property with a degree in Law. In 2009, he received certification as an Intellectual Property Appraiser after training in the International Academy of Appraisal and Consulting (IAAC).[5]
