Destiny Tchéhouali is currently the President and the Chairman of the Internet Society Quebec Chapter (ISOC Quebec). He is researcher and professor of International Communication at The Université du Québec à Montréal (UQAM). Destiny Tchéhouali holds a Ph.D. in Geography of Information Society from the Université de Toulouse Jean-Jaurès (France), and specializes in international cooperation in the digital field. His thesis provides an overview of international policies aimed at narrowing the digital divide in Africa. He has participated in several action research and consulting missions for organizations such as UNESCO, the European Commission (EC), the International Organisation of La Francophonie (IOF), the World Digital Solidarity Agency, the Ministries of Culture of France and Québec, the Ministry of Foreign Affairs and International Development of France, as well as ICT, Telecom and Digital Economy Ministries in several African countries. His teachings and research focus on : 1) the impact of ICTs and International communication on local cultures, 2) the international governance of the Internet and the geopolitics of cyberspace, 3) digital innovations and digital economy in developing countries.

Career History

Mr. Tchéhouali has 10 years experience as International Consultant in ICT for Development (ICT4D) and Digital Development policies and strategies environment. From 2008 until 2013, he was ICT4D Program Specialist for the World Digital Solidarity Agency in France (2008-2013). He has also served as a Team Manager and Digital Marketing Advisor for a canadian telecommunication company (2013-2014). In 2014, he joined the Centre for the Study of Integration and Globalization (CEIM) of the Université du Québec à Montréal (UQAM) as a postdoctoral researcher. In January 2017, he founded the Observatory of Networks and Interconnections in the Digital Society (also called in French ORISON, meaning Observatoire des Réseaux et Interconnexions de la Société numérique). Since june 2018, Destiny Tchéhouali is professor of international communication at UQAM.
