She was a born leader; she would take control of the IG (Internet Governance) association which was essentially a cornerstone of Social Science Research in Berlin.  During the years of 1995-2000, Dr. Hoffman worked on a project called the “The Internet Cultural Area” going into in-depth details of the Internet and how it has effected our cultural as a whole since it was brought into existence and how it has changed over the years and how it will continue to change as the years go on.

She became involved with ICANN as a researcher and as an "At Large Membership" Activist, just a few years after ICANN was founded. She was a European Candidate in ICANN's first online election in 2000. After which she also participated and worked with an NGO and Academic Science Group called NAIS, from where she did work to shape ICANN's At Large Membership Structure. She served on ICANN's NomCom in 004 and 2005. Ms. Hoffman joined WSIS Civil Society Internet Governance Caucus in 2003.  Throughout 2004 and 2005 she served, together with Adam Peake, as co-coordinator of the IG caucus.
