Osvaldo Novoa is the Deputy General Manager at ANTEL. He has been working for ANTEL since 1980[1] and is responsible for all of the company's international business.[2] Osvaldo is a member of ICANN's GNSO Council representing the ISPCP, as well as the AHCIET and eCOM-LAC, and liases with LACNIC on behalf of ANTEL.[3]
