PEDNR

PEDNR stands for Post Expiration Domain Name Recovery. It looks after various issues which deal with the recovery of the domain names by the registrants after it has been expired. The Working Group of PEDNR is subjected to answer the following questions.

1. Whether the registrants of the domain names should be provided additional opportunity to redeem their expired domain names.
2. The conditions or terms provided in the agreement related to the expiration terms are clear and obvious enough for the registrants to understand and follow.
3. Will the registrants be adequately notified of the expirations earlier than the stipulated date of expiration?
4. Whether the domain name shall be transferred during the Redemption Grace Period (RGP).
5. Is it necessary to use additional or alternative measures to notify the registrants about the expiration once the domain name enters the Auto Renew Grace Period for e.g. holding a status, a notice on the site with a link to information on how to renew the domain name.

Background

In 2008, Cairo meeting of ICANN, it was brought to notice by the members that there should be certain guidelines set for the issues relating the recovery and renovation of the domain name once its expiration date approaches or has been exceeded. The At large Committee (ALAC) voted for an issues report to be submitted for allowing the registrants to recover their domain names after the expiration dates have been exceeded. At Large Committee brought this issue in light as the earlier domain name recovery privileges were not effective. It furthermore stressed, that it is necessary to have a viable recovery system as the loss of domain name can cause a great financial hardship to the registrants. It may not only result in loss of utility time to recover the name but also indirectly damage the reputation of the registrants. It also has the potential for some registrants to permanently loose business.

So on this background an Issues Report regarding the Post Expiration Domain Name Recovery was submitted to the GNSO committee on December 2008. After considering this report the GNSO Council initiated a PDP on 7 May 2009 and tasked a Working Group to work on the above question on which the PEDNR rely and provide recommendations on the issues relating the recovery.

On this Background the PEDNR WG submitted an initial report on 31st May 2010 based on a vast research. This report consisted of numerous suggestions to be considered by the GNSO council and ALAC for redefining the provisions in recovering the expired domain names. After this initial draft was submitted by the PEDNR WG for public comments, based on which the final draft was created and submitted on 23rd May 2011. The final report will be refined for the recommendations, after receiving the public comments. The Post Expiration Domain Name Recovery final report is under consideration by ICANN’s GNSO council, after which it will be opened to public comments and recommendations. After these recommendations the working group will submit its final draft.
