Prior to becoming the General Manager of Public Relations, he was the Public Relations Officer at auDA.  He was also the chair of the Study Group on the use of country and territory names as TLDs at [[ccNSO]].<ref>[http://www.icann.org/en/resources/policy/update/update-aug11-en.htm#5 ICANN Policy Update 2011]</ref> Paul worked as a senior policy officer for Australia’s Department of Broadband, Communications and the Digital Economy for 8 years before he joined auDA.
