Paul was a speaker at venues including the UN Internet Governance Forum, EuroDIG, OECD and the Council of Europe. He was appointed to the Advisory Network of the Global Commission on Internet Governance chaired by Carl Bildt and to the Working Group on the Rule of Law of the Freedom Online Coalition. Paul is also a participant in the Committee of experts on cross-border flow of Internet traffic and Internet freedom at the Council of Europe.

Prior to co-founding the Internet & Jurisdiction Project, Paul wanted to become a journalist and worked at a public political television station (PHOENIX ARD/ZDF) in Berlin and Radio France Internationale in Paris.
