Stuart Duncan was appointed Chief Operating Officer of ICM Registry LLC in March 2004 to work on its bid for an Adult Top Level Domain (TLD). His background comprises hands-on operational experience as Chief Executive and Chief Operating Officer of finance and technology businesses mixed with periods of consultancy to major companies.

Stuart began his career developing control systems in industry and banking, before moving into finance and operations roles. In the early 1990s he was Managing Director of Sabre Leasing Limited which was subsequently acquired by GE Capital. He followed that by building up a small ticket leasing operation for De Lage Landen in the UK. After a period of consultancy to companies including Volkswagen Group and Electrocomponents plc, he became involved in the Internet in 1999, when he joined Oneview Limited.

Stuart managed Oneview’s Initial Public Offering, taking it to the Alternative Investment Market (AIM is a UK Stock market) in October 1999. In 2000, the company was acquired by Systems Union Group and renamed Freecom Ltd, with Stuart remaining as Managing Director of the acquired company. He subsequently acquired Freecom from Systems Union, before selling the business on in July 2002 to Intelliplus Group plc, a publicly quoted UK telecoms company, where he became Chief Executive. After Intelliplus was acquired by Eckoh plc in late 2003, Stuart left to work on the ICM Registry TLD bid.

Education

He holds a BSc (First Class) from London University, an MA in Operational Research from Lancaster University and an MBA in Finance from Golden Gate University, San Francisco.
