TOR is the abbreviation for Terms of Reference. It was approved by ICANN for the sake of reviewing its Nominating Committee, Accountability and Transparency and review of the Security and Stability Advisory Committee. The Terms of Reference approved by ICANN suggest general as well as specific questions which need to be addressed in the Review. The questions are mostly directed towards being illustrative and not exhaustive or definitive.[1]

TOR and ICANN

The Board Governance Committee provides guidance through the Terms of Reference in the reviewing process of the NomCom. The questions were intended not to limit the review but to see that they address the various aspects of the two main questions, which include whether the NomCom really has a continuing purpose in the structure of the ICANN and whether a change in operations or structure is going to enhance the NomCom’s effectiveness. [2]

ICANN had also issued Terms of Reference for Independent Review of ICANN’s Accountability and Transparency under which it engaged the One World Trust or OWT to provide assistance to ICANN on the standards of accountability and transparency. [3]

ICANN had also issued a draft term of reference for the review of the Security and Stability Advisory Committee or SSAC. The purpose of the TOR was drafted based on revising the operation and structure of the SSAC by a tow thirds vote of all Board Members. [4]
