The Technical Evaluation Panel evaluates the technical components of every new gTLD application based on the criteria set in the Applicant Guidebook. The panel also examines the proposed registry operations of the applicant to determine if it is technically capable to operate a new gTLD registry and to ensure the stability, security and interoperability of the Domain Name System (DNS). The review is done during the technical and operational reviews initial evaluation. An extended evaluation will also be performed if necessary and if chosen by an applicant.[1]

In November 2011, ICANN chose Ernst & Young, JAS Global Advisors and KPMG to perform the tasked of the Technical Evaluation Panel.[2]
