Ulkar Bayramova is an ICANN Fellow from ICANN 45 in Toronto, a senior expert in International Relations at the Azerbaijan University of Languages, a member of ISOC, and is involved in ICANN's ALAC.[1] Ulkar speaks Azeri, English, Russian, Turkish, Turkmen, Talysh (a tribal language from the south of Azerbaijan) and Hebrew.[2]
She has been involved with the DiploFoundation as a student with the Next Generation Leaders program. She is the acting Director of a small community grant from ISOC, which is focused on improving minority schools.[3] She has been a 2012 IGF Ambassador.[4]
Ms. Bayramova is a a Ph.D. student researching the Bologna process and the credit point system. She is a Cisco CCNA, and has graduated from online courses on e-learning at Turku and Tallinn Universities. She studied at the Paideia-European Institute for Jewish studies in Stockholm and has worked on NATO, EC IT projects and e-learning projects. She is a graduate of Lankaran State University, Azerbaijan.[5]
