Information and Communications Technology (ICT) is a catchall phrase for most communications devices and applications. Unlike Information Technology (IT), ITCs functions rely on telecommunications, which include the Internet, mobile telephones and wireless networks. [1]
For some agencies, including the European Commission, ICTs are seen as the means to narrow the digital divide, as evidenced by the many developing countries turning to ICTs to strengthen communication within their underserved communities. [2]
