Yuri Kargapolov graduated from the Odessa Polytechnic Institute, Radio-engineering faculty, in 1980 received diploma Dipl. Eng. Radio Designer and Technologist.
 
He created the ISP, has built and launched more than 25 technical platforms in different cities of Ukraine to provide broadband wired and wireless access.
 
Yuri Kargapolv took active part in the processes of document preparation for .УКР IDN ccTLD application and .0.8.3.e164.arpa application (Ukrainian ENUM domain). On November 16, 2009 Ukraine - during IGF in Sharm-el-Sheikh, Egipt - initiated an application to ICANN for assignment of the Cyrillic top-level domain name .УКР.
 
During preparation launching of domain .УКР IDN ccTLD he held position Chair of Technical Group of UANIC .

== Career History ==
Since the 90s he built more than 40 networks on the basis of X.25/X.28, FR, IP-technologies with implemented data transfer, VoIP, video and special-oriented services for banks and corporation with gateways into PSTN and mobile Telcos for banks and corporations.
In 2003 he took part in the launch SWIFTNet - transfer SWIFT from X.25 protocol to IP-protocol.
From 2006 up to 2011 he held various positions as civil servant in National Commission for Communication Regulation of Ukraine (Head  Department of IP-technologies, broadband and Internet, Assistant Chairman of NCCR) and in Ministry of Transport and Communication of Ukraine – State Administration of Communication of Ukraine (Head Department of Strategic Development of Communication).
From 2007 he Adviser from Ukraine in GAC.
On 2004 he was elected to position of Chair of the Reglament Committee of  UANIC.
On May 2014 he became a member of Coordination Centre UANIC.

On 2011 he worked as observer in Cyrillic case study team <ref>[https://archive.icann.org/en/topics/new-gtlds/cyrillic-vip-issues-report-06oct11-en.pdf Public comment:Cyrillic Case Study Team Report]</ref>. Cyrillic Case Study group considered a possibility of using the apostrophe (U+02BC) in domain names. Ukrainian participants raised the issue that the apostrophe in the Ukrainian language is not a punctuation mark but a letter. Since October, 2014 he took position of Chair of Cyrillic Generation Panel (as volunteer).
