Ming-Cheng Liang is the CEO of TWNIC.
He holds a Ph.D.[1]
He was an Executive Council Member at APNIC in 2007 and 2008.[2] He was a speaker at the ccNSO Members’ and Council Meeting, 2007 in Lisbon.[3]
