The agreement for founding LACNIC was signed in August 22nd year 1999 during an [[ICANN]] meeting. At that time, [[ARIN]] (American Registry for Internet Numbers) was in charge of the Latin America and Caribbean region. Thus, LACNIC developed a business plan and sent it to [[ARIN]] and there a transition required to enable LACNIC to become the fourth [[RIR]] at that time.
