The IWG subsequently sent a proposed "rebalancing" plan (regarding Recommendation 10) to all GNSO stakeholder groups and constituencies, proposing that language regarding the specific allocation of GNSO seats be removed from the Bylaws, and empowering the GNSO to independently engage in a "rebalancing" process on a periodic bases.
