He actively participates in Internet and IT related meetings like ICANN,[1][2] ITU,[3] IETF, MINC,[4] APRICOT,[5] and APTLD. He also participated in Korean Internet Organization like NC, NNC and TTA.

He led DotOrg Re-delegation bidding project in 2002. He took the lead in technical development and operations of the .net registry.[6]

He has been the Vice President of Neptia.com[7] and IBI.net[8] Mr. Chang has been an IFIK executive board member.[9]


He was selected as the ICANN Business Constituency member in 2000.
