Emile Urbain Milandou is an IT Manager ARPCE, which is the Republic of Congo's IT and Post Regulatory Authority. The organization was created in February of 2010. He has attended multiple ICANN meetings.[1][2]

He has a background in IT management, and Mr. Milandou has worked at GSM Telecom. He has been involved in the redelegation process of Republic of Congo's ccTLD, .cg, it is currently being redelegated to ARPCE.[3]
