Rafael Lito Ibarra is the Director of RAICES[1] and the President of SVNET, the ccTLD operator for .sv. He has run .sv since 1993.

He is a member of the ccNSO and on the boards of LACTLD, LACNIC, and RedCLARA.[2]
Ibarra was integral in bringing the Internet to El Salvador in the early and mid-1990s.[3]
