Reconsideration is one of ICANN's Accountability Mechanisms. This option is provided in the ICANN Bylaws Article IV, Section 2. Any person or entity materially affected by an action (or inaction) of ICANN may request reconsideration of that action by the ICANN Board. The Board Governance Committee (BGC) reviews and considers the requests. For requests regarding Category:ICANN Staff actions or inactions, the BGC delegates the authority to make a final determination and recommendation on the matter.
