Carlos Patiño is the Senior Consultant at Organization of American States. He is also a Researcher & PhD Student at Instituto Tecnologico de Estudios Superiores de Monterrey. He serves as the Director of Government and IT Policy Unit, Electronic Government and IT Policy of the Ministry of Public Affairs.[1][2]

He is a member of the team that prepares two of the major projects on TIC’s: Digital Government Agenda and the National Digital Agenda of Mexico.
