From 2000 to 2005 he tirelessly put together a campus from nothing; as there were no students, facilities, or lecturers when he took the job. John launched the first e-learning center in Kenya on the campus in 2000. He was eventually sent to the main campus, but by that point he had established the City Center branch with 60 lecturers teaching some 500 students.

He is currently the Ag. Director of IT Services and Dean of the Information Science and Technology department at Kenya's Multimedia University, and he continues to provide consultancy services to governments and other organisations.[1][2] He is also active on several boards, including AfriNIC (www.afrinic.net), ISACA-Kenya (www.isaca.or.ke), and KASNEB (www.kasneb.or.ke).[3]; and active within organizations like the DiploFoundation.[4]

Current Work

Mr. Walubengo was the founding director of the Multimedia Univeristy's City Center branch, which specializes in ICT courses. From 2000 to 2005 he tirelessly put together a campus from nothing; as there were no students, facilities, or lecturers when he took the job. John launched the first e-learning center in Kenya on the campus in 2000. He was eventually sent to the main campus, but by that point he had established the City Center branch with 60 lecturers teaching some 500 students.

During this time he also undertook consultancy jobs for the government, such as an analysis of the existing Kenya National Assembly information system with a view to modernizing it. He helped design and develop the Ministry of Education's ICT policy.[5]

Career History

Mr. Walubengo's past experience includes working at Strathmore University's Nairobi as the founding IT Course Director and then as a Lecturer and Head of IT Training, at the Multimedia University College of Kenya (MMU). He describes his work at Strathmore as both enriching and challenging, and he most enjoyed teaching Programming, Networking, and Internet Technology.[6]

Industry Participation

John has attended ICANN meetings and has spoken at other international events; such as the East African Fibre Summit.[7]

He is also involved in international and regional groups, like the DiploFoundation, The Kenya Information and Communication Technology Action Network, and Kenya's chapter of the Information Systems Audit and Control Association. With Diplo, he submitted a paper the for IGF Athens meeting, wherein he explored ways in which developing nations could have affordable Internet access and alternative models for Internet interconnectivity. From June - August, 2007, John had an internship with the Secretariat of the IGF.

Mr. Walubengo took part in DiploFoundation's Internet Governance Capacity Building Programme in 2004.[8]

Education

John holds an MSc in Strategic Business IT from the University of Portsmouth, UK; and a BSc in Mathematics & Computing from Kenyatta University, Kenya. John also has several industry certifications ,including the CCNA (Cisco Certified Network Associate) and the CISA (Certified Information Systems Auditor) certifications.[9]
