.hkt is a Brand TLD being proposed in ICANN's New gTLD Program. The applicant is PCCW-HKT DataCom Services Limited.[1]
It does not seem that HKT has selected a technical registry provider for their application. All registry responses discuss a "future registry" and it is noted that "The Registry will select a competent registry back-end service provider that has experience in complying with ICANN requirements and will be able to deliver on these specifications. The Registry also intends to select a competent registry front-end service provider with knowledge of developing and implementing appropriate registry policies".
