The Centre for International Migration and Development (CIM) is an organization jointly run by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and the International Placement Services (ZAV) of the German Federal Employment Agency. It supports returning experts who are trained in Germany when returning to their home countries and places experts and managers with employers in developing countries and emerging economies. [1]

The Integrated Experts and Returning Programme
CIM places integrated experts (Germans or other Europeans) and returning experts (people from developing and emerging countries who have been trained in Germany and wish to return to their countries) in jobs with employers in Germany's partner countries for international cooperation on behalf of the German Government. [2] The program aims to strengthen knowledge transfer through migrants in their countries of origin. The key instrument in this context consists of returning experts who use the professional qualifications or experience they have acquired in Germany to promote development in their country of origin after their return. Assigning these experts so that they can apply their knowledge, experience and networks in the right place can make a contribution to sustainable development in their countries of origin or assignment, and help step up economic and scientific cooperation. By supporting returning experts, the Migration for Development Program provides targeted assistance for transferring development know-how to developing, emerging and transition countries.
Support is provided to returning experts who work for local employers of relevance to development in developing countries, emerging economies and countries in Central and Eastern Europe. The returning expert placed by CIM enters into an employment relationship only with the foreign employer. GIZ/CIM provides subsidies to returning experts to top up the salary and additional benefits paid by the local employer. The subsidies provided to returning experts are based on the commission from the German Federal Ministry for Economic Cooperation and Development (BMZ dated December 17th, 2015. GIZ/CIM shall pay the subsidies under the present agreement only on behalf of and for the account of BMZ. [3]
