Esam (M.) Abulkhirat is the Senior ICT Policy Officer at African Union Commission[1] and GAC-Observer at ICANN.[2]
African ICT Development
Mr. Abulkhirat has played an important role in the development of internet in Africa. He believes that the investments in STI are still very low in Africa and wishes to increase them. He believes that technology-based innovation policy frameworks will have greater effect if they are integrated and properly aligned explicitly with African development and growth plans.[3]
Education
Abulkhirat did his Masters fromt the University of Putra Malaysia.[4]
