Mr. Pankaj has been the joint secretary of GoI, Department of IT, Ministry of Communication and IT. He manages e-infrastructure in the Department of IT and in that capacity represents India in the GAC of ICANN. He is a vice chairman of GAC.

He is on the Board of Telecom Infrastructure Manufacturing Company, IIT and NIXI.

Career History

Mr. Agrawala has held various important U.P government positions. He has worked on various field organizations in districts and divisions of Uttar Pradesh. He has worked in the rural development for more than 12 years.

He assumed the position of the director of Ministry of Urban Development in 1991 and then he became the Director of Housing Division, Ministry of Urban Affairs and Employment July 1994. He was a member of the Indian delegation to the Habitat II City Summit, Istanbul. After which, he did work in the Administrative Training Institute in Nainital in the Decentralised Training for Urban Development Project.

He was the secretary to the U.P. Government from 1998-2002. He has held positions in various departments including the Department of Planning; the Department of Banking and Private Capital Investments; the Department of Externally Aided Projects, there he managed five World Bank projects; the department of IT and Electronics and the department of Small Scale Industries and Export Promotion.[1]

He been an IAS officer and has handled various departments and a multitude of portfolios. He has been the Managing Director of the UPDESCO, the designated State Level Agency for the Electoral Commission. In this position he play a very important role in Software Development for an Elector Roll Management System. He also did a lot of work in setting up India's first IT university in the private sector.


Besides being a Mason Fellow at the Kennedy School of Government, Harvard University, USA, Shri. Agrawala also holds a Masters in Public Administration from the same University. His presence fills the room even as he briskly gets down to business. A quick round of introductions with the Heads of activities and Departments of C-DAC and Shri Pankaj Agrawala, Joint Secretary, e-infrastructure and eLearning in the Department of Information Technology (DIT) has already grasped the key issues and seeks clarifications, probes further and offers suggestions and assistance. His enthusiasm and effervescence is infectious. His promises convey a commitment. A key driver of the merger of some of the scientific societies of the Dept of Information Technology with C-DAC recently, C-DAC Connect spoke to Shri Agrawala on issues concerning the post merger scenario and C-DAC's role thereon.

Education

He is from the 1978 batch of IAS (Uttar Pradesh cadre). Mr. Agrawala has a Masters in Public Administration, Development Economics and History. He was a Mason Fellow at the Kennedy School of Government, Harvard University, USA. He completed his education from Harvard in 1994.
