.政府 is a Hani Chinese IDN gTLD, translating to "public affairs" and equated to ".gov", being proposed in ICANN's New gTLD Program. The applicant is Net-Chinese.[1]

The application was issued a GAC Early Warning from Hong Kong and Japan. The warning system is noted as a strong recommendation on behalf of national governments to the ICANN Board that a given TLD application should be denied as it stands. Applicants are encouraged to work with objecting GAC members.[2]

The Chinese warning states that the applicant is "problematic and should not proceed", and that the string is confusingly similar to government owned and operated sites though it has no widespread and official government purposed.[3] The Japanese warning notes that the word is also used in Japanese and enumerates the same confusion and potential to compromise government entities.[4]

The applicant submitted Public Interest Commitments (PICs), which are excerpted below:

"Our proposal to use the gTLD ".政府" is as below: 3.1 Criteria
3.1.1 The strings of the second level name of the gTLD are limited to the strings of the two-letter country code listed in the ISO3166-1. Such as "jp.政府", "cn.政府", "hk.政府".
3.1.2 Countries or territories listed in the ISO3166-1 are eligible to apply for the second level name of the gTLD. Operation of the second level name will be delegated to the applicant if approved.
3.1.3 The third level registration under .政府 will be limited to governmental organizations, or public institutions.
3.2 Verification Process
3.2.1 Application for applying for the second level name of the gTLD should attach documentation of support from all relevant governments or public authorities. The documentation of support must evidence support from "the relevant government or public authority." This is defined as a signed letter of support, from the Minister with the portfolio responsible for domain name administration, ICT, foreign affairs or Office of the Prime Minister or President; or from a senior representative of
the agency or department responsible for domain name administration, ICT, Foreign Affairs or the Office of the Prime Minister. Each letter of support for an applicant must meet the following criteria:
3.2.1.1 Must clearly express the government's or public authority's support the applicant's application.
3.2.1.2 Demonstrate the government's or public authority's understanding of the string being requested.
3.2.1.3 Demonstrate the government's or public authority's understanding that the third level registration under .政府 will be limited to governmental organizations, or public institutions. The eligibility requirement for the third level registration will be included in the second level delegation agreement.
3.2.2 The gTLD registry retains the right to direct the government delegate to delete the name registered at the third level if it does not meet eligibility criteria."[5]

申请人随后提交了一份公益承诺书。承诺书称“我们对【.政府】这一通用顶级域名的申请符合3.1标准”:

3.1.1 该顶级域名的下级域名将仅限于双子母(two-letter)国家代码。如列入ISO3166-1中的“jp.政府”“cn.政府”“hk.政府”。

3.1.2属于ISO3166-1中罗列的国家和领土都有申请通用顶级域名的二级域名的资格。如通过审核,申请人也有运行所申请二级域名的资格。

3.1.3只有政府相关组织或协会有申请【.政府】的三级域名资格。

3.2审核过程:

3.2.1申请人在申请二级域名时需提交所有证明其有政府或公共权威机构支持的文件。

3.2.1.1文件需清晰表达了政府或公共权威机构对该申请的支持。

3.2.1.2文件需显示该政府或公共权威机构理解该域名将如何被使用。

3.2.1.3文件需显示该政府或公共权威机构理解该顶级域名的三级域名将仅限于政府组织或公共机构申请。

3.2.2通用顶级域名注册处保留其指导政府代表删除不符合申请要求的三级域名的权利。
