Patrick Penninckx is the Head of Department - Information Society at Council of Europe. He has held this position since 2013, working in some capacity with the organization since 2009. He is in charge of human resources policy development, transformation of the administrative management of personnel to a competencies-based human resources policy. He is also in charge of Freedom of Expression online and offline, protection of journalists and freedom of the media; internet standard setting and governance; cybercrime, privacy and data protection for the Council of Europe. Observer Organisation at the Governmental Advisory Committee of ICANN.

His reasons for attending ICANN include participating in the High-Level Governmental Meeting of the GAC to relate the Council of Europe interest in Freedom of Expression, data protection and Human Rights issues in the processes, functions and bylaws of ICANN.[1] [2]
