Chester Soong currently works as an independent consultant delivering information security and data privacy consultation services. Before that, Chester worked at the Hong Kong Privacy Commissioner for Personal Data in 2015 as the Chief Personal Information Officer (CPDO) and led the division responsible for launching compliance investigations, responding to data breach notification, and replying general enquiry on the Personal Data (Privacy) Ordinance. He ran his own information security consulting firm between 2002 and 2015. Prior to that, he found one of the first ISPs in Hong Kong back in 1995 and worked at Citibank for two years after returning from California in 1993.

Chester Soong is active in the industry where he serves on the boards of the Internet Society Hong Kong Chapter and Information Security and Forensics Society (ISFS). He is also the Vice Chairman of APrIGF Multi-Stakeholders Group. He has been a lecturer on IT Forensics in e-Business related legislation and cyber-crime management.
