Karlene Francis

Karlene Francis is a Senior Operations Officer for the World Bank Group, a position she has held since 2015. Before that, she was the Project Manager for the OECS Electronic Government for Regional Integration Project (EGRIP).[1]. She is widely known for being the former Principal Director, Telecommunications at the Office of the Prime Minister Jamaica.

Education

Karlene Francis has a BSc (1987 – 1991) in Computer Science and Management Studies from the University of the West Indies, Mona and an MSc (1993 – 1995) in Computer Based Management Information System from the same university. She was awarded First Class Honours (1991) and Dean's Honor Roll (1990) during her BSc.[2]

Career History

  • From April 2006 to May 2009, Karlene Francis was Principal Director of Telecommunications at the Office of the Prime Minister Jamaica. She was responsible for ICT and telecommunications portfolio of Jamaica including the supervision of the relevant Departments, Agencies and Projects.
  • July 2009 Project Manager, Electronic Government for Regional Integration Project at Organization of Eastern Caribbean States. Her job responsibilities include Coordinating managing and supervising all project activities of the Electronic Government for Regional Integration Project. She supervises the Regional E-Government Unit (REGU) Staff and manages the day-to-day operations of the Unit. She is also responsible for the liaise with donor agencies, notably the CDB, CIDA and the EU.
