Professional experiences
- The first important job that Mr. Millar had is related to ANZ Banking Group as a Management Trainee;
- In GEISCO Limited, Mr. Millar was a senior technical consultant and among others tasks he also implemented diverse global systems for companies like American Express or Citibank;
- Executive Manager for Databank Systems Limited where he handled the areas of customer service, applications management and technical operations support;
- General Manager in Information Technology for a Government agency in the industry of computer software where among other things he introduced the Community Services Card (a part of the 1991 New Zealand's budget)and managed the implementation of SWIFTT program;
- At Azimuth Consulting Limited, Mr. Millar managed the area related to management consulting with focus on business plans and government investment, managed the implementation of New Zealand's on-line government portal ( www.nzgo.govt.nz );
- Chief Operating Officer at Infrontier Limited where he developed a business strategy for a start-up business that provided Supply Chain Management Solutions;
- State Services Commission, Mr. Millar was New Zealand's Government CIO;
- At FutureGov, Laurence Millar is a Editor at Large, position he occupies today. FutureGov is a network of senior public sector officials from Asia and Middle East that work together towards opportunities for improving the governance and engagement of organizations belonging to the public sector.
- Presently, he is also the Trustee and Treasurer for 2020 Communication Trust;
- Another important position that he presently occupies is of Managing Director at GVG Limited (Global Village Governance). GVG tries to come up with answers for the challenges that government has to face today in the face of globally connected citizens. Laurence Millar, Government State Services Commission and ICANN
Until May 2009, Laurence Millar owned the position of New Zealand's Government CIO and Information Communication Technology at the State Services Commission, for approx 5 years. Mr. Millar developed and implemented the strategy for New Zealand's e-government portal, introduced the GatewayTM as a tool for managing risks, started the implementation of the Government Shared Network (GSN), a network that connected government agencies etc.[4] However, in 2009, Mr. Millar resigned from this position due to a bad manage of the contracts related to GSN between the Commission and the consultancy group Voco. [5] Through his experience as CIO, he often interacted with ICANN in the development of various network related issues.
