Dr. Stefania Milan is an advisor to the Italian government and one of its representatives within ICANN, its GAC, and other IT fora.[1] She is a Post-Doctoral Fellow currently residing in Canada, and working with The Citizen Lab and the Canada Center for Global Security Studies, Munk School of Global Affairs, University of Toronto.[2][3][4] She is also a researcher, journalist, and consultant, specializing in social movements, alternative media, participation issues and media policy, emancipatory communication practices, the interplay between technologies and society, and the politics of code.[5][6] She describes herself as a Web-Sociologist.[7]

At The Citizen Lab, Stefania investigates the development and evolution of grassroots digital infrastructure, and its interplay with power in and governance of cyberspace.[8]

Research, Teaching, & Publication

Dr. Milan is also a Research Fellow at the Centre for Media and Communication Studies at the Central European University (CEU) in Budapest, where she taught "Global media, Governance and Civil Society" in 2008 & 2009. She was a guest lecturer at the University of Lucerne, in Switzerland, where she was awarded the Excellent Teaching ("Hervorragende Lehre") title in 2009. She has contributed to many academic journals, writing on citizens’ participation in multilevel governance, new media, social movements, and grassroots media. Stefania is also a freelance journalist and member of the UK National Union of Journalists. She has been writing for the international news agency, Inter Press Service, since 2003, and collaborating with various independent and alternative outlets, including radios.[10]

Stefania serves as co-chair of the Emerging Scholars Network of the International Association of Media and Communication Research (IAMCR), and as the IAMCR representative and Italian representative to the Young Scholars Network of the European Communication Research and Education Association (YECREA). She is a member of the editorial board of Platform: Journal of Media and Communication.[11]

Education

Stefania Milan holds a Ph.D in Political Sciences and Social Sciences from the European University Institute. Her dissertation is entitled, "Stealing the fire. A study of emancipatory practices in the field of communication."[13] The dissertation looks at grassroots developers of communication infrastructures seen through the lens of social movements research. Case studies include low-power community radios and not-for-profit internet service providers ('radical techies'). Movement formation, identity processes, organisational forms, gender issues, and emerging transnational networks were analysed.[14]

During her undergraduate program, Dr. Milan studied Communication Sciences at the University of Padova.
