Loutocký is Ph.D. student at the Institute of Law and Technology, Masaryk University, Brno, Czech Republic. He is a lecturer of the Law of Domain Names subject (and other subjects which are also partly dealing with the issues concerning domain names). He is enthusiastic about the governance of (generic) [[TLD|top level domain]] names and its future also due to the planned changes as it is partly connected with the topic of his dissertation, which is out-of-court online dispute resolution (used also to settle the domain name disputes). He is head of the legal department of Technology Transfer Office of the Masaryk University and working as lawyer at Cybersecurity, Cybercrime and Critical Information Infrastructures Centre of Excellence of Masaryk University.
