圍繞「ICANN 2.0」展開的爭辯所涉及的討論和提議之一就是引入一個能夠代表互聯網個人用戶的機構。[1]這個機構就是一般會員諮詢委員會，或稱為ALAC，雖然該機構在2002年通過對章程的修訂而最終被引入，卻一直被當做熱論話題爭論數年。[2]
