Roxanne John is a public servant with the Government of St.Vincent and the Grenadines since September 2003. She currently manages a World Bank-funded regional ICT programme-Caribbean Regional Communications Infrastructure Program (CARCIP).

She obtained her Bachelor of Science degree in Economics (with honours) at the Cave Hill Campus, Barbados and holds a Master of Arts in Economics (with merit) from McGill university, Canada.

Her interest is internet governance, internet exchange point (IXP), internet security. She is the president of ISOC Saint Vincent and Grenadines and representative of this organization at NCUC. She is also a member of ICANN At-Large.
