成立于1999年，ASO由来自五大自主区域互联网注册管理机构（RIRs）的代表组合而成，并组成

位址理事会（AC）。[1] 三名代表任命自各有其独立选举过程的RIR，而AC主席则由理事会会员

投票选出，再由该名主席任命副主席人选。[2]
