Catherine Garcia van Hoogstraten is a Juris Doctor in Law and Political Science. She is affiliated with Chakana Lab, United Nations Institute for Training and Research, Webster University Cybersecurity Program, Internet Governance Forum, Cyber South School of Internet GovernanceShe has pursued studies on International Human Rights, Privacy, Information Security and Philosophy of Technology Design. Bridging policy silos in the digital field, working on cutting edge technology-related legal issues, interfacing with regulators and policymakers looking at regulatory measures around digital media, ICT and emerging technologies. Serving as consultant, lecturer and policy advisor in digital agenda issues at the intersection of technology, rights, ethics and governance. Career History

Over 15 years working on public policy, regulatory affairs, advocacy, strategy, content development, training, research, risk & compliance, ethical dimensions of technology mediation with think tanks, academia, private sector, government agencies, public interest groups, startups in cross-functional teams. Highly involved in the digital social tech innovation ecosystem, innovation hubs, incubators, accelerators. She is Associate Professor at the Faculty of Public Management, Law and Security & Centre of Expertise for Cybersecurity The Hague University of Applied Sciences (2012- ) and Civic Tech and Social Innovation Independent Consultant at Chakana Lab(2015-). Further, visiting faculty at the Cyber School of Internet Governance convened by the Organization of American States (2018-), South School of Internet Governance (2016-), Webster University Cybersecurity Program - George Helbert Walker School of Business and Technology(2016), consultant and trainer at the Multilateral Diplomacy Program - United Nations Institute for Training and Research (UNITAR)(2017-). She leads the Anita Borg Institute (ABI) -The Hague Chapter (2018-), coordinates the Hague Internet Governance Hub convened at The Hague University of Applied Sciences (2017-), collaborates with the Technology Law Committee & Regulation of Lawyers' Compliance Committee of the International Bar Association(2017-), European Centre for Digital Expertise (IDnext) (2016-), World Bank Group’s Women, Business and the Law project (2016-), Law without Walls think-tank convened at University of Miami (2016-) and is member of the Europol Data Protection Experts Network(2015-). In prior posts, she worked as policy advisor, consultant, analyst, strategist, advocate, trainer and researcher with the European Commission (2010-2013), Erasmus University School of Law (2009-2012) and the International Criminal Court (2007), Public Governance and Human Rights compliance consultant (2001-2006).

ICANN and Internet Governance Participation

Visiting faculty at the Cyber School of Internet Governance convened by the Organization of American States (2018-), South School of Internet Governance (2016-), Resource person and accredited expert at the UN Internet Governance Forum. Here, she collaborates with the Dynamic Coalition of Freedom of Expression and Media on the Internet, Platform Responsibility, and Cybersecurity.

This conference paper was presented at Computers, Privacy and Data Protection Conference (CPDP 2017) in the panel on Algorithmic Governance in Fair Consumer Finance, chaired by the European Data Protection Supervisor and organized by Research Service Citizens’ Policy Unit of the European Parliament. This paper was also presented at the South School of Internet Governance 2017.
