Pavel Loutocký is a forensic specialist at the Centre for Education, Research and Innovation in Information and Communication Technologies, Faculty of Informatics, and a specialist in the Institute of Law and Technology, Faculty of Law. He was a NextGen Ambassador at ICANN 59 in Johannesburg.

Loutocký was a Ph.D. student at the Institute of Law and Technology, Masaryk University, Brno, Czech Republic. He deals with legal questions closely connected with the modern technologies at the institute[1]. He is a lecturer of the Law of Domain Names subject (and other subjects which are also partly dealing with the issues concerning domain names). He is enthusiastic about the governance of (generic) top level domain names and its future also due to the planned changes as it is partly connected with the topic of his dissertation, which is out-of-court online dispute resolution (used also to settle the domain name disputes).
